	基于智库双螺旋法的基础研究布局思路

Abstract	基础研究布局是典型的多利益主体、多学科领域综合性对策研究，适合以智库双螺旋法为指导。首先，总结了基础研究布局的“有组织性”和理论认识；其次，以MIPS逻辑层次法为主、DIIS过程融合法为辅，分析了基础研究“学科布局”和“任务布局”的融合机制；最后，从系统布局、学科布局、任务布局、国际布局4个方面形成未来基础研究布局的推进策略及举措建议。
